MINUTES OF A SSPECIAL MEETING OF THE BOARD OF DIRECTORS
AUGUST 24, 2005


1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE
President Terry Marcum called to order a duly constituted special meeting of the Plaza East Board of Directors on Wednesday, August 24, 2005 at 7:30 PM in the Recreation Room. President Marcum led the Pledge of Allegiance.

2. ROLL CALL
Present: Ismet Baker, Charlotte Gazzana, Richard Loarie, Jerry Marcial, Terry Marcum, Alan Pell, DiAnne Shumard , Tim Smith and John Toklucu. Also present was Richard Madey, Secretary.
Absent: James Brady
Quorum? Yes

3. LOBBY COMMITTEE PRESENTATIONS
Eugenie Moriconi, Chair, Lobby Refurbishment Committee, introduced the following representatives from each of three Interior Design Firms, who presented conceptual design proposals for refurbishing Lobby Two:

3.1 Fredo Valladares, Design Nuovo, Weston
3.2 Steve Frelish, ASID Affilate
3.3 Cesar Conde, Casa Conde, Ft. Lauderdale

4. QUESTIONS AND ANSWERS
Questions were asked about furniture placement, lighting plan, elevator cabs, and time and costs to complete work. The following is not an all inclusive list of questions and answers.

4.1 Questions to Fredo Valladares


Q1. How access ceiling for maintenance?
A1. Floating grid system is totally removable.

Q2. Will there be a problem with the heat emitted by 9 halogen lights, which are on 24 hours per day.
A2. Xenon lights are cooler and last longer.

Q3. What provision is made for transporting large pieces in elevators?
A3. Corner pieces in ceiling are removable to allow more space.

Q4. Has the ceiling lighting plan been reviewed by an electrician?
A4. Not yet, as this is only a conceptual design proposal. An allowance is needed for unforeseen elements. Electrical work must be up to code.

Q5. What is the purpose of the floating ceiling?
A5. It provides a visual definition of an area. (Recessed lighting above grids will be placed so grids do not block light).

Q6. What is your estimate of time to do three lobbies?
A6.Three years was discussed. The time depends on how fast funding is arranged.

Q7. How many customized pieces in your plan?
A7. Furniture, ceiling, light fixtures are not customized. Will get three bids for customized items.

Q8. What is your estimated cost?
A8. I submitted an estimated price per square foot. (which is $ 9l). This figure does not include electrical, mechanical, etc.

Q9. Will the lobbies flow into each other?
A9. Yes. Fabrics will change slightly


4.2 Questions to Steve Frelich


Q1. How is damage minimized to elevators during moves?
A1. There is no material that won’t be damaged. Put in pads and supervise.

Q2. What would be around elevators?

A. Wood


Q3. Where are you locating benches?
A3. By the front door, and by the old front desk

Q4. What is your estimate of time to do three lobbies?
A4. Three months

Q5. What would you do about dents to stainless steel panels in elevators?
A5. Use wood panels

Q6. How would you introduce color?
A6. Bring in color through pillows, etc; and plants. Use light blue/green to pickup sky.

Q7. How much is allowed for electrical work for lighting?
A7. The amount is estimated at present. It is necessary to budget for unanticipated problems.

Q8. What is your fee structure?
A8. I charge a design fee for my time and expertise. All items are purchased at net cost and billed directly to Plaza East.



4.3 Questions to Cesar Condo


Q1. What is your estimate of time to do three lobbies?
A1. After obtaining permit, about six months for lobby 2 and eight to nine months for all three lobbies.

Q2. What is your fee structure?
A2. All purchased items are billed at cost plus 30%. If I need to meet with a contractor, my hourly fee is $150.

5. BOARD APPROVAL AND SELECTION OF WINNING DESIGN FIRM FOR COMPLETION OF THE FINAL LOBBIES DESIGN


Marcum: Reconvened meeting at 9:35 pm after a ten minute break. Thanked lobby Committee for all the good work done to get to this point. Asked for comments.

Mariconi: Cesar Condo is the most expensive, but the most thorough. Noted that
grout can be changed on the floor. Condo proposed drapery panels. Some unit owners prefer window treatments; others do not.

Marcum: Cost breakdowns

Marcum: Association will control costs

Loarie: Pick the person whom we feel most confident in doing job. Fredo and Cesar teams had a vision; Frelich did not.

Stan Rotherberg: Poll Lobby Committee members.

Results of Poll: Cesar (5), Fredo (4), Steve (2)

Loarie: Cesar’s cost plus 30% for each purchased item should include responsibility for receiving, checking and overseeing item purchased.

Smith: We should rank two designers and proceed subject to negotiating a satisfactory contract.

Moriconi: All designers are responsive to changes. Fredo’s work is a combination of Fredo and Ken Campbell (who was rejected by the Committee).

Toklucu: Do you think that Cesar would be willing to work with the price a little?

Moriconi: Yes, I think we can obtain a satisfactory contract with Cesar.

Selzer: Cesar responded quickly. Fredo was not well prepared.

Baker: What do you pay for a designer?

Pell: Liked Frelich’s statement that all billings come to Plaza East.

Marcum: Call for a vote. Rank number 1 and number 2.

Marcial: My taste is for Fredo, but my vote is for Cesar because he works best with the Committee.

Gazzana: Cesar; Frelich

Smith: Cesar; Fredo

Loarie: Cesar; no second choice

Shumard: Frelich; Fredo

Marcum: Cesar, Fredo

MOTION: Toklucu (Loarie) moved (seconded) to contract with Cesar Condo to proceed with the design. Passed unanimously.

Note: Meeting was for selection of design firm only. Final contract and final design cost will sent out to Association for 75% approval.

Meeting was adjourned at 10:30 pm.
